The Asociacija Association and DobraVaga are joining forces once again to invite you to a training session and discussion on the implementation of the Regulation on Minimum Payment for Self-Employed Workers in Culture.
Based on the Act Amending the Act on the Realisation of the Public Interest in Culture (ZUJIK-H), the Regulation on Minimum Payment for Self-Employed Workers in Culture was adopted on 17 June this year. It sets hourly rates and establishes comparability between the professions of today’s self-employed and other precarious cultural workers when working for public cultural institutions. The Regulation in its current form is in force from 26 August 2025 until 31 December 2025, when the Ministry of Culture is expected to issue a new, updated decree.
Before the end of the year, we will come together with representatives of the advocates and proponents of the regulation, as well as representatives of the public institutions bound to follow it, to examine how the new system is being put into practice.
The first part of the meeting, moderated by Benjamin Jeram, will feature representatives of the ZASUK union and decision-makers who will explain the purpose of the regulation, what it governs, and how it should be properly interpreted and applied. In the second part, we will explore through discussion where and why the greatest challenges are emerging, how the legal changes are reflected in the everyday work of cultural workers across all levels and sectors, and what kinds of support and guidance both self-employed workers and public institutions need in order for the legal changes to be successfully implemented.
We will also draw on a survey conducted among cultural workers and the management of public institutions, which reveals an extremely varied picture – ranging from smooth implementation with no major issues to complete disregard of the regulation, lack of awareness of its provisions, work reorganisations, and concerns that the regulation reduces opportunities for collaboration, increases uncertainty, or creates additional administrative burdens.
The event is intended for all cultural workers who already collaborate or wish to collaborate with public institutions, as well as for representatives of public-institution management teams who involve cultural workers in their processes. The training session and discussion are expected to last two hours.
